typically it refers to the content not broadcast as part of the network TV deals.

VT has a deal with IMG that expires in 2018 for radio broadcasts and other content. That would be a so-called Tier 3 deal.

In the ACC, any content not broadcast by Raycom or ESPN/ABC, belongs to the member institutions.

One prolific poster on this board constantly rants about the ACC giving away its Tier 3 content...which is patently false. It sold it to be monetized by ESPN.
If ESPN fails to do that, it belongs to the schools. If an ACCN falls through, the ACC could proceed down another avenue...its own network, a contract with someone else, or individual deals.
